A constant-time implementation removes secret-dependent variation from its execution pattern: no secret-dependent branches, no secret-dependent memory accesses, and no operations whose timing depends on secret values. If the timing varies with a secret then there is a channel to attack, whatever the algorithm says on paper. It does not by itself cover power, electromagnetic or fault attacks.
