#ifndef FLAG asks whether FLAG exists. #if FLAG asks whether its value is nonzero, so a macro defined as zero behaves differently under the two tests. And an undefined name in #if is replaced with zero rather than raising an error: a misspelling in #if FLAG silently selects the false branch, and the same misspelling in #if !FLAG silently selects the true one. That is how hardening ends up compiled out of a shipped build.
