A system that tells you whether padding was valid has said more than it meant to. An attacker who can submit modified ciphertexts and distinguish valid padding from invalid gets one bit of feedback per query. Repeated adaptively, that is enough to recover the plaintext without ever recovering the key. The oracle does not have to be an error message. A timing difference will do.
